Job Context
Information Services (IS) is the central information technology unit for the University of Oregon.  IS provides and supports campus-wide services in the areas of technology support, enterprise applications, middleware, information security, systems and operations, and data networking and telecommunications.  IS also includes the Advanced Network Technology Center and works closely with the Network for Education and Research in Oregon.

The Director of Network and Telecommunications Services (NTS) is responsible for providing leadership and direction for the groups supplying design/architecture, installation, maintenance, operation and support for the University’s complex campus-wide data and voice network services and infrastructure, including campus network connections to external partners and providers.  In collaboration with internal and external campus stakeholders, the Director develops and implements vision and plans the operating needs of NTS, including annual and long-term plans for budget, personnel, and space.  Additionally, the Director serves as the primary liaison to the appropriate regulatory agencies, vendors and professional organizations.

The Director reports to the Vice Provost for Information Services and Chief Information Officer (VP/CIO), and services on the Information Services (IS) Leadership Team.  The position oversees a staff of approximately 25 information technology professionals, including those represented by a bargaining unit.  The Director has budget authority for the NTS area.

Duties and Responsibilities

  • Direct and Manage Network & Telecommunications Services: Under the general direction of the VP/CIO, provides leadership and guidance for the groups providing design/architecture, installation, maintenance, operation and support for the campus-wide data and voice network services and infrastructure, including campus network connections to external partners and providers.  Manages the budgets for the groups consistent with campus and organizational goals.  Ensure the delivery of a suite of high quality network services to campus.  Provide an annual operating plan for Network & Telecommunications Services, including an annual budget.  Develop and implement appropriate professional development and training programs for the groups.  Maintain the appropriate knowledge, skills, and abilities for the position.
  • Provide Vision and Strategic Direction: Under the general direction of the VP/CIO, provide vision and direction in the areas of data and voice communications/networking.  Develop and maintain long-term plans for the University’s data and voice network services and infrastructure.
  • Information Services Leadership: Participate in strategic planning and development of annual goals and objectives for the IS division, with special attention to providing leadership for those related to data and voice networks.  Serve as a member of the IS Leadership Team to work toward the achievement of division goals and objectives.
  • Liaison: Serves as liaison to federal, state, local, and professional organizations.  Provide leadership and visibility in the area of data and voice networks for the University of Oregon and the state of Oregon.  Serves as primary contact for data and voice network service vendors and contractors.
  • External Network Services: Jointly manage the Oregon GigaPoP with the Network for Education and Research in Oregon (NERO) and with input from other partners.  Work with the NERO in matters related to regional and national networking that affect the University.
  • Perform special projects and other duties as assigned

Qualification Requirements

The following are minimum requirements for this position:

  • Bachelor’s degree from an accredited college or university
  • Knowledge of and experience in managing data and voice network services and infrastructure in a complex environment
  • Knowledge of and experience in the architecture, design, acquisition, installation, maintenance and management of networking, telecommunications and computing services and equipment
  • 5-10 years of increasingly complex IT leadership experience
  • Experience managing large teams, complex projects and budgets
  • Experience supervising, coaching, and mentoring information technology professionals
  • Successful experience working, collaborating and establishing credibility and relationships with senior leadership, colleagues and customers
  • Experience in managing as well as in negotiating vendor contracts and agreements with end users, service providers and regulatory agencies
  • Candidates with experience serving the needs of diverse populations are strongly desired
  • US citizenship, permanent legal resident status or other current employment eligibility under prevailing law

Preferred Qualifications:

  • Demonstrated experience leading and managing data and voice network services and infrastructure at a research university or similar environment
  • Demonstrated experience with developing and maintaining short- and long-term plans and budgets for data and voice network services and infrastructure
  • Advanced degree from an accredited college or university

Salary is competitive and commensurate with qualifications and experience.
