o This is a classified position represented by SEIU local 503, Oregon Public Employees Union.

o Due to budgetary shortfalls, the person appointed to this position will be required to take unpaid furlough days between date of hire and June 30, 2013.

TO QUALIFY YOU MUST HAVE:
... eight quarter-hours (5 semester) of college-level accounting courses from an accredited college or university; OR
... one year of general office experience including payroll processing (verifying, proofing, and entering data).
The training or experience must include operating a calculator or ten-key adding machine by touch.
* Ability to solve problems and distinguish irregularities.
* Ability to work effectively and meet strict deadlines.
* Ability to explain complex laws, rules and procedures and to apply these regulations to work performed.
* Ability to communicate effectively with all university employees, and outside entities, including those from diverse backgrounds and cultures, by telephone, in writing, and in person.

DUTIES & RESPONSIBILITIES:
This position provides centralized payroll support for the maintenance of unclassified employee payroll records at the university (over 3500 employees), and for payroll related activities involving retirement, international employee taxation, and I-9 /e-Verify administration. Duties include:
... establishing records to the Banner database for unclassified employees; reviewing for accuracy; verifying consistency and accuracy of deduction records and Banner data elements for tax withholding, retirement, and other mandatory and voluntary deductions; advising department staff on correct use of earn codes for leave reporting and pay types; researching and reconciling unclassified pay discrepancies with employees and departments; manually calculating and adjusting leave accruals; assisting departments in processing payroll accounting adjustments.
... providing administrative support for financial activities of the retirement programs; applying knowledge of rules, regulations, and policies concerning the Public Employees Retirement System (PERS) and Optional Retirement Program (ORP); verifying accuracy of information and correcting as needed; updating retirement records; identifying, researching, and resolving problems; determining employee eligibility for participation in retirement programs; establishing individual employee retirement deductions records; performing monthly review and year-end audit and reconciliation of retirement records; providing information for employees; establishing other records for employees, such as Oregon College Savings Plan and Tax Deferred Investment Program.
... coordinating international tax coding and I-9 administration, including auditing non-resident alien employee tax forms to determine federal, state, and FICA status based on tax treaties and visa type and coding records in Banner; ensuring taxes are coded correctly for international employees by a series of audit reports; resolving and researching complex issues by reviewing federal rules and regulations; auditing I-9 documentation and applying federal rules and regulations; managing the process to update expired employment authorizations with departments and employees.
... providing direct service and problem solving for UO faculty, staff, students, department representatives, and outside entities for all general payroll inquiries; assessing problems or questions in a timely manner, and providing solutions, researching the cause, and initiating a solution for the discrepancies related to pay.
Work is performed at a cubicle in a large open office. Noise level is heightened at various times due to walk-in foot traffic, co-workers' phone conversations and open discussions. Workload greatly increases during fall terms and at the beginning of each term. Position may be required to work overtime during peak hiring months and during monthly payroll processing period.

3. This position inputs, updates, maintains and retrieves information from a database and reconciles and maintains reports. Describe your experience with word processing, database and spreadsheet software and the Internet.
