NEW POSITION:
The University of Oregon Police Department (UOPD) is transitioning to a sworn police agency within the next five years. With this transition, the UOPD is recruiting for the newly created full time entry level sworn police officer 1 position to fill current vacancies and to create an eligibility list for future vacancies.

CAREER NIGHT:
Learn about the police officer 1 position, application, testing, and selection process on Tuesday, May 7, 2013, 6:30 p.m. - 8:00 p.m. at the Erb Memorial Union (EMU) Ballroom (second floor of the EMU), 1222 East 13th Avenue, Eugene, OR 97403. No pre-registration required. Free parking is available in all University of Oregon parking lots after 6:00 p.m., with the exception of spaces marked "reserved at all times".

GENERAL INFORMATION:
University of Oregon police officers are responsible for maintaining peace and public safety through enforcement of laws, performing traffic control, and providing emergency services on University of Oregon owned and controlled properties. Police officers must at all times support the UOPD's mission, provide essential law enforcement functions, and respect the rights and dignity of all individuals. Police officers must interact effectively with the campus community (students, faculty, staff, administrators, visitors, and members of the public), demonstrating trustworthiness, respect, responsibility, communication, justice, fairness, caring, civic virtue, and citizenship, while maintaining integrity, ethical values, pride, and professionalism.

The UOPD is a community-oriented and trust-based policing agency within the University of Oregon. The UOPD plays an integral role in the university community by providing a safe, secure, and welcoming environment. The mission is to foster a climate that encourages a free, open, and civil exchange of ideas, in support of the education, research, and public service goals of the university. The UOPD recognizes and promotes the value of multiculturalism and inclusiveness consistent with a spirit of responsible citizenship within an international community. The University of Oregon is a diverse and ever changing community. Constant efforts by the UOPD are necessary to partner with and educate the community to deter, reduce, and solve crimes as well as to resolve issues through modern policing.

The UOPD is not currently authorized to have armed police officers. At the time of this posting, the subject matter to arm University of Oregon police officers is still under review and consideration. However, in the State of Oregon all police officers must meet the State's standard for firearms certification. University of Oregon police officers must comply with this requirement through firearms training and qualifications.

University of Oregon positions that are at least half-time are eligible for excellent benefits, including medical and dental, sick and vacation leave, employer-paid retirement, and tuition benefits for the employee or an eligible dependent.

TO QUALIFY YOU MUST HAVE:

MINIMUM QUALIFICATIONS:
Must be a United States citizen
Must be 21 years of age or older at the time of application
High school diploma or equivalent
One year of college coursework (minimum of 45 quarter credit hours or 30 semester hours from an accredited college or university)
One year of full time (40 hours per week) work experience (paid or volunteer or a combination of both) interacting with the public within the past five years
Possess a current Oregon driver's license at time of appointment
No felony convictions under federal or state law
No Class A misdemeanor convictions within three years of application

PREFERRED QUALIFICATIONS:
Associate's degree equivalent or higher in criminal justice, social science or related field
Two years sworn law enforcement experience with a law enforcement agency within the past five years
Experience working in a public university environment or institution of higher education
Successful completion of a basic police academy or equivalent
Basic police officer certification through Department of Public Safety Standards and Training (DPSST) or equivalent

SPECIAL REQUIREMENTS:
Must be able to pass the Oregon Physical Abilities Test (ORPAT)
Must be able to pass a written exam (equivalent to the 12th grade)
Must be able to successfully pass a comprehensive background assessment that includes a criminal history check, driving record review, drug screening, medical evaluation, psychological evaluation, and an inclusive appraisal of work history
Using the US Supreme Court case Brady v. Maryland, 373 U.S. 83 (1963) as a guideline, UOPD employees must be able to render credible testimony in a court of law
Must be legally eligible to carry a firearm and complete all requirements for certification as a police officer in the State of Oregon

CERTIFICATIONS AND TRAINING:
Must be able to obtain DPSST basic police officer certification within 18 months of appointment
Adult Cardiopulmonary Resuscitation (CPR) with first aid and Automatic External Defibrillation (AED) certification required within 12 months of appointment; CPR for the Professional Rescuer with AED specialization preferred
Possess or obtain Oregon First Responder certification within 18 months of appointment
Incident Command System 100/200/700/800 certification within 18 months of appointment

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of law enforcement practices and procedures. Skills in analytical, objective observance of situations, and quick decision making. Skills in handling situations firmly, courteously, tactfully, and impartially. Skills in recording verbal information accurately and completely.

Must be able to conduct thorough and accurate investigations; establish effective working relationships with the campus community (students, faculty, staff, administrators, visitors, and members of the public); interact with people of diverse cultural backgrounds and personalities in a tactful and effective manner; maintain a professional demeanor during stressful and highly visible situations.

Work within stringent deadlines to complete multiple projects and assignments; exercise sound judgment in safeguarding confidential or sensitive information; deliver presentations to small and large audiences; present information clearly and concisely in courtrooms and to various audiences.

Work flexible hours that may include weekends, holidays, rotating shifts, and on-call responsibilities.

Effectively and safely operate a bicycle, an emergency vehicle, and various types of firearms.

When appropriate, use force within the guidelines established by the State of Oregon & the UOPD's written policies, procedures, and directives.

Operate a radio, computer, surveillance camera, and other communication and protective devices commonly used by police officers.

Carry out physical activities, such as walking, running, bicycling, heavy lifting, dragging, and climbing.

Demonstrate excellent interpersonal communication, teamwork, and decision making skills; work in stressful and sometimes dangerous situations while being able to make timely, calm, composed, and appropriate decisions.

Prepare and type clear and accurate reports and incident summaries using word processing software; maintain confidentiality of sensitive law enforcement information.

DUTIES & RESPONSIBILITIES:

Patrol campus as assigned by vehicle, bicycle or foot; respond to dispatched calls regarding incidents and/or crimes in progress including, but not limited to traffic violations, illegal substance abuse, property crimes, such as burglaries and thefts, and various crimes of violence, including domestic abuse.

Direct traffic at incident scenes; enforce traffic rules and regulations; issue citations and make arrests while enforcing State of Oregon, University of Oregon, and City of Eugene laws, administrative rules, codes of conduct, and municipal codes.

Conduct criminal and non-criminal investigations utilizing established police procedures, including expectations of confidentiality; safeguard incident scene and preserve and/or collect evidence to meet legal requirements; identify and interview victims, witnesses, and possible suspects; conduct surveillance activities.

Divert minor offenders to the student judicial system or submit criminal complaints to the District Attorney; prepare for court appearances when requested or summoned by subpoena to provide clear and complete testimony.

Prepare for security and law enforcement activities surrounding special events held on and off University of Oregon property; attend briefings and related meetings; set up traffic controls and direct vehicle traffic; ensure appropriate behavior and enforce applicable laws and regulations to provide for the safety of persons and property during special events.

Work with medical responders during emergencies; may be required to be a first responder and administer first aid as necessary; maintain proficiency and certifications in first aid, Cardiopulmonary Resuscitation (CPR), and the use of Automatic External Defibrillator (AED).

Work cooperatively with other law enforcement agencies; may collaborate on crime prevention or community policing functions or serve as a member of a work group or committee.

Engage regularly with the campus community (students, faculty, staff, administrators, visitors, and members of the public) utilizing the community policing model; provide crime prevention training to faculty, staff, and students.

Perform related duties as assigned.

WORKING CONDITIONS:

Police officers must work a variety of shifts, including but not limited to days, swing, and graveyard; work any day of the week, including but not limited to weekends and holidays. Some overtime may be required. Police officers are required to respond after hours to emergencies and report to work for regular assigned shifts during campus closures.

Police officers may encounter dangerous situations daily as their work involves enforcing laws and pursuing criminals, either on foot, bicycle, or in a vehicle. Occasionally, police officers will encounter highly dangerous individuals and situations requiring the need to quickly determine and use the necessary force to mitigate the threat and/or effect an arrest.

SELECTION PROCESS:

*SALARY: The hourly pay range of $22.60 - $25.84/hour for police officer 1 is subject to collective bargaining.

2. Physical Abilities Test: The Oregon Physical Abilities Test (ORPAT) will be administered. Visit www.oregon.gov/DPSST/AT/ORPAT.shtml to review the physical abilities description, preparing for ORPAT and to view a video of the test. You must pass the ORPAT in order to be eligible to take the written exam.


3. Written Exam: Assesses memory and understanding of verbal and written information, reading comprehension, numerical calculations, and written communication skills. You must pass the written exam in order to continue to the interview process.

NOTE: If you have tested with other law enforcement agencies, those test results will not be accepted for UOPD's testing process. If invited to test with UOPD, you must take and pass the ORPAT and written exam administered by UOPD in order to continue in the selection process.


4. Interview: formal face-to-face interview with interview panel. You must pass the interview in order to continue in the selection process.


5. Background Investigation: includes a criminal history check, driving record review, drug screening, medical evaluation, psychological evaluation, and an inclusive appraisal of work history. You must pass the background investigation in order to continue in the selection process.
