o The University of Oregon American English Institute invites applications for full-time Grants/Contracts Technician.
o This is a classified position represented by SEIU local 503, Oregon Public Employees Union.
o University of Oregon positions that are at least half-time are eligible for excellent benefits, including health and dental, employer-paid retirement, and tuition benefits for employee or an eligible dependent, sick and vacation leave.
o Due to budgetary shortfalls, the persons appointed to these positions will be required to take unpaid furlough days between date of hire and June 30, 2013.

TO QUALIFY YOU MUST HAVE:
... 12 quarter hours (8 semester hours) of accounting courses AND two years of experience which included preparing financial reports, making annual or biennial closing entries, interpreting financial data, and advising administrators; OR
... an associate's degree in accounting; OR
... an equivalent combination of education and experience.
All qualifying coursework must be from an accredited college or university and a transcript is required.
In addition this position requires:
* Experience managing grant activities, including preparation, reconciliation, budgeting, reporting, and bookkeeping.
* Ability to apply accounting principles, and knowledge of governmental fund accounting.
* Proficiency with computer applications, computerized spreadsheets, relational databases, and automated financial systems.
* Ability to work independently to solve daily financial issues
* Excellent organizational skills and attention to detail.
* Ability to communicate clearly, effectively, and with patience with individuals from diverse backgrounds and cultures; strong sensitivity to cultural differences.

DUTIES & RESPONSIBILITIES:
Provides accounting and grant administration support to the American English Institute (AEI) and its various programs. Duties include:
... acting as Department Grant Administrator (DGA) for Pre-Award and Post-Award grant management for all AEI grants and subcontracts; administering grants and subcontracts in compliance with university, federal, and state laws and regulations, procedures, and compliance requirements; processing and approving financial transactions approved by the Principle Investigators (PIs); assisting PIs with budget planning for grants and subcontracts.
... tracking actual and encumbered expenditures by budget category; monitoring individual grant budgets and assuring financial reporting and internal control compliance is in accordance with budget guidelines and sponsor regulations; identifying and recording appropriate journal vouchers; monitoring and reconciling grant and subcontract activity; preparing and disseminating financial reports, projections and recommendations to the PIs; identifying and recording cost sharing transactions; monitoring expenditures to ensure cost-sharing requirements are met during the grant term; completing UO forms to document grant activity compliance; providing general support such as making travel arrangements and reconciling records; processing contracts, bids, and purchase orders; assisting with budget calculations and reviews; works closely with AEI Sponsored Programs staff to process transactions and documentation required to close grants and subcontracts.
... providing financial operations support for Distance Education and Sponsored Group Programs, including processing contracts and purchase orders; processing accounting transactions; providing travel support; processing student account transactions; recommending procedural changes to program financial operations to increase efficiencies, program operations, and accountability.
... providing general financial support for AEI faculty and staff; providing financial information to faculty and staff and answering questions; preparing and submitting documents for UO Purchasing and Contracting Services and assuring that contract payments and requirements are met in a timely manner.

3. This position communicates with faculty, staff, and students regarding a range of grant-related and administrative issues. Describe an experience that demonstrates your ability to communicate effectively and explain budget and compliance issues to individuals from diverse backgrounds and cultures.
4. Provide an example of when you had to independently prioritize your workload, work under pressure with tight timelines and changing priorities, and simultaneously work on multiple grants or contracts.
